Creating Goal on form submission when form thank you is not unique page / URL[ Edited ]

A friend of mine has asked for help with setting up conversion goals. I thought sure, easy but no. She already has general google analytics set up on site.
The website uses the form tool within their off-the-shelf theme. When you click submit on the form, the thank you message is generated on the same page, in place of the form.
The URL that renders is not the same for each thank you - a unique URL is created for each individual submission.
I thought to set up the goal with only the standard / static part of the link but this isn't working:

In Goal Set up I used the Template and selected "Get Estimate", the Type was "Destination".
What am I missing?
I know if I used a program such as Contact Forms 7 then I can use a Java Script workaround (http://contactform7.com/tracking-form-submissions-with-google-analytics/) and Events for a contact form with out a separate thank you, but I can't find help for any other type of form program.
If I can't use Goals, would Google Tag Manager be an alternative?
