What's the best way to do call tracking within Google Analytics? Is it via adwords? How can I attribute different campaigns to different numbers?

There are various third party applications that can do this, or AdWords can do this. However, calls is not a dimension in GA that you can segment by. It has to be done in AdWords.
You can of course import data into GA from AdWords that shows this breakout but it's not trivial. Most third party tracking works either on a proprietary platform or by using custom dimensions and data import to bring the call data in.

If I were you, I'd start with AdWords call tracking, then see what limitations there are (there are lots) that you need addressed, then see what third party offers them.
Right now, there's no call tracking native to GA.
