Bloated On-Site Search Keyword Counts?

Given that GA tracks keyword based only off of the query designation in the URL (whether that be s=, q=, keyword=, search=, etc.), how does the tool not artificially bloat the report due to page advances, page reloads, etc.?


Simply put; if I search by the keyword "tool", the URL would look something like:


Then if I advanced to page 2 of results, it would be:


My question is; would the keyword "tool" not have been counted 2 times now in the Behavior > Site Search > Search Terms report? If not, can someone explain the logic behind the tool that allows it to recognize "tool" was only searched 1x?
