tracking PDF downloads vs opening PDF in website

With the help of a post from last December I was able to track the pdf download events in Google Analytics.  However, a question was put to me for which I do not have the answer.  Does Google Analytics events distinguish between downloading a file and opening the file within the website?  For example, I see that a file was downloaded 34 times (Total Events) and there are 31 Unique Events.  So I am 'guessing' that there were really only 31 events for the file yet I am not sure if they were all downloads or openings.  Thank you for any help you may provide!

This means that there was at least one visit when a download occurred more than once
