Why is the "Site Speed Page Timings" in Google analytics is showing as zero?

Can anyone advise.. the "Site Speed Page Timings" in Google analytics is showing as zero (on the graph - apart from 3 occasions where it displays) when there are several hundred unique visitors (over the past couple of months...
 

Real Time overview shows visits... as does page visits etc - ps this is on the graph only and not on the list of pages below the graph...
 
Have had a considerable drop in rankings over time (months) and not sure if connected to a page-load speed problem...  goo.gl/90WBB3

Google only samples 1% of the visitors to your site for Site Speed calculations by default.   That is why you see such a small number.  You can change this in your GA tracking code from anywhere up to 100% by following these directions.

Do we add that code below the existing default line: ga('create', 'UA-92309266-1', 'auto');

Or edit the existing one?.

ok thanks, my code now looks like 

ga('create', 'UA-XXXX-Y', {'siteSpeedSampleRate': 50});

I've only had Analytics running for 24hrs and wasn't seeing any site Speed data so hopefully increasing the rate to 50% I will start seeing some stats.

I'm getting Site Speed data now including Page Timings, but still no User Timings, any ideas why?.

You have to add in User Timings yourself.  See https://developers.google.com/analytics/devguides/collection/analyticsjs/user-timings
