Why GA is tracking only ONE User ID?

Hi,

 

For a single page application based website, I have set up User ID using DataLayer approach through Google Tag Manager. I've enabled User ID in GA and created User ID view too.

 

I am able to see only one User ID in GA reports. Despite logging in to the website using different User IDs, GA is tracking only one User ID but not the rest.

 

Do I need to change any settings in GA or GTM? Here is the GTM code with datalayer script too:
