This seems like a really simple thing to find, but I can't find it. Where can I find the number of returning users?

You can find the New vs. Returning User Report in Audience-->Behavior-->New vs Returning.

You can always calculate this yourself as well it is just sessions - new users = return users.

it only shows number of sessions and number of new users, not returning users

You would think this was simple - its not. Here is an easy-to-understand explanation: https://www.e-nor.com/blog/google-analytics/google-analytics-new-labels-mystery-of-the-returning-vis... and in the original geek: https://support.google.com/analytics/answer/2992042?hl=en

I've pored over the article from e-nor and they use the returning visitors users number https://www.e-nor.com/wp-content/uploads/2014/05/naming_convention.png and I can't find that anywhere.

Google analytics does provide new and returning users to your website as rightly mentioned by Brian B.
Audience > Behavior > New Vs. Returning. Please note that the number seen here is for the selected duration only.

Teresa when a user comes to your site they start a session so in this report the number of New Sessions and the number of New Users would be one in the same.
