What report will show me Goals Success by % of Users?

Everything I see is Goal success by % of Sessions. But one user could have multiple sessions [before they achieve the goal].

So I might have 10 users.

9 of them had one session, and all achieved the goal.

Number 10 had 100 sessions and also achieved the goal in his last session.

The session data will be that 10% of sessions achieved the goal, but 100% of USERS achieved it.

Behavior> Behavior Flow is Sessions  (see screenshot) (and it shows 24 sessions.

I assume each complete flow (from Starting Page > 1st Interaction > <last> interaction is one session, correct?

But we know we had only 9 users

Goal Flow is also sessions.

to get it to reporting level I think you need to tag your converting users with Custom Variables / Custom Metrics and then use Calculated metrics to count Converted Users / All Users. I did not look into this in detail so I have to throw the usual disclaimer that I'm not really sure Smiley Wink

Anyway to do it faster you might want to create advanced segment where you separate users with one or more conversion from rest of the users:
This way you should be able to calculate it manually.
To make bad day worse, spend it wishing for the impossible
