What Goal does "Goal Conversion Rate" Refer to in Experiments Report?

See this screenshot of the report.

 

I'm confused about which Goal the general Goal Conversion Rate refers to.

 

Does it mean all goals combined?

 

And for a specific Goal column (like 2.1 in the screenshot), does it mean the user ENTERED that Goal Funnel or FINISHED it?

2. % of people who have completed the whole goal

Ok, so on #1, that would mean ALL goals that I have defined, right?
So that means we might get some "double counting".

E.g.,
Goal 1
Page1
Page2

Goal2
Page1
Page2
Page3

Goal3
Page 3
Page 3

So, if someone visited pages 1,2,3 then it might look liked 300%, right?
or if 3 people landied on page 1 and one of them went on to 2 and 3, then it wold look like 100%, right?

not certain if i fully follow but i'll try.
if you have a page with 2 goals
one person visits and does goal 1 - e.g. download brochure
another person visits and does goal 2 - e.g. send form
then goal conversion rate will say 100% 2 people and 2 goals
as Definition: Conversion rate, in percentage, equals Outcomes divided by Unique Visitors during a particular time period.
