Threshold Question

I'm using Google Analytics for the first time. When looking at the male vs female user breakdown for my site, it says it's only showing me 17% of the data due to thresholds being applied, regardless of length of time period under review. Why would the threshold make the number so small? Is this 17% considered representative of the overall user base or is it such that I can't make inferences from it since it's so small?

Thresholds are Googles way of trying to keep the information in aggregate so you cannot tie it back to individuals.  Also individuals can opt out.  Over time you can expect the percentages to get higher after you opt in to the Demographic and Interests reports.
