Strange Surge of (not set) Location Data

Last month (April), my client had a huge surge of Location (not set) data hit their report. In March, it didn't exist; they had 0 incidents of Location (not set). 

Because for a year they've had 0 (okay maybe 5) incidents of (not set), it's strange to me that suddenly in one month they have 56 incidents, and it's the number two City driver. 

I checked both the non-filtered and filtered version, but the number stays the same. Does anyone know of something that could help me determine this cause? Coincidence seems VERY far reaching. 

We don't use Tag Manager, and in February the site was redesigned. However, March traffic was reported at normal. It's only April that seems to not have its ish together. 

For what it's worth I'm now starting to see this issue across multiple clients. Anyone?
