Segments by Event Category dont filter out other events in Top Events reports

I need to pull a certain set of events for an external dashboard but the Segment Ive created doesn't filter out any of the other events.

Mike -- Is your segment user-based or session-based? Also, a screenshot of the segment you've created may help us help you out more accurately!

A similar issue is happening in my pages report where I created a segment to take out "marketing" page views http://imgur.com/a/tWkN9 and they still appear.

So... doing the inverse and EXCLUDING all the other categories except Results worked. It's weird to me that they wouldn't work as an include.
