Sampling: Single Day vs 1 month data

How does sampling really works on Google Analytics?

When viewing a single day (Jan 18), the number of pageviews: 59

When viewing in 1 month date range and viewing the day (Jan 18), the number of pageviews: 119

The message :"This report is based on 302,692 sessions (12.51% of sessions)." appears only in the 1 month data.

I cannot assume that the single day is a sample size since it is way lower than the 1 month date range.

when running a report for a multi-day date range, there may be inconsistencies, because some pages (or other dimension values) in the long tail may be included in the (other) bucket or its own row across days.
