Metric Users missing in standard reports

Hey there,
I am trying to see home many users (not sessions) my site had per location. I am using the standard "Geo"-Report "Location". However I haven't found a way yet to add "users" as a metric in the report.
That's why I was wondering if there might be a deeper reason why this metric is not available in this report. Any thoughts regarding this are greatly appreciated.

You can always create a custom report under customization tab.

Thanks for your reply. However I was also wondering why I cannot add it manually as a metric in the standard report. I assumed there would be a reason behind it.

This is a drill down report by Country and city with sessions and users.
