Meaning of the data recorded against the 'time' on an hourly timeline

For sites set up for webinars or conferences, and other time related websites, it is very helpful knowing what happened when unfortunately it is not clear what the data recorded against the times shown on a timeline refer to: is it the activity for the hour following the time shown, the hour leading up to it or is the time the midpoint of the hour?

hour 10 means 10:00 to 10:59.
