How can I see when a particular geo city visited my website?

You can create a custom report where your first dimension is City and your second dimension is Date then add a filter to include City exact City Name "i.e. Chicago" add the metrics you want to see and save it. It should give you what you want.

Alternatively you can go to Audience > Geo > Location report, change primary dimension to "City", search for city you are interested for and click on it and add secondary dimension "Date".
