Gaps in Goal completion versus pageviews

I set a goal by destination URL with regular expression and without funnel

When I check the page views if that URL I see 5 times number of page views than goal completions

What could be the cause for this big gap ?

Compare Pageviews with Unique Pageviews. Every goal can be completed only once per session.

When someone is visiting the same page multiple times during the same session the goal is counted only once.

@Tomasz_C has it. You should look at unique page views if you want to compare. Just bear in mind that unique page views as a metric is for unique instances of the page URL and page title combined. On the Interface, hover over the question mark next to Unique Page Views for GA's own definition.
