Event reports: why is a metric required?

In the custom report/API, a metric is required. Why is this? Why cant I create reports with dimensions only?

For example, this seems like a valid report (seeing as the event value is optional):
Event Category, Event Action, Event Label, Date

How would I get a report like the above?

You can't get report without metrics. Report without metrics is without any data (numbers).

If you want to create report with event category, action, label and date as dimensions you have to choose at least one metric - for example "Total Events" to display how many events was in particular day.
