If a user has disabled cookies what will be tracked? If there is a page interaction e.g. a pdf download, will that still be tracked? Thanks

Yes, tracking will work, universal analytics is using cookies to identify unique users across browsing sessions.

 

"The Universal Analytics collection methods (analytics.js and the Measurement Protocol) can be implemented and used to collect user interaction data without cookies."
