Demographics Issue : Demographics doesn't add up to 50% of users

So I was trying to segment my audience to only show me website traffic above 25 when I noticed that demographics only makes up 45% of my traffic. 

 

I know the demographics isn't 100% accurate, but this seems very off. The demographics reporting has been on for much longer than the date range I used to gather this 45% as well. 

 

How do I see the age range on the other 55% of this traffic? There is no way that the other 55% is under 18 years of age.

Google Analytics takes it's demographic data from other Google products such as Doubleclick advertising, and it simply does not have that data for 100% of your traffic and never will have
