Custom Dimension reporting not matching standard reporting

I am having trouble getting my pageviews to line up when running a standard site content -> all pages report vs. running the same report but adding a secondary dimension to the report. The secondary dimension happens to be a custom dimension. 

 

How can this behavior be explained? Please see screen shot below. Thanks.

Is it possible that not in every session (or pageview) your dimension was set?
Because this could explain the difference.
What is the scope of your custom dimension and how exactly are you setting it?

No, this shouldn't be the case. We tag articles in our CMS as specific types (local news in this case) when the article is published. Each time the page is accessed that variable should be passed.

I wonder if GA interprets the sampled data differently when a variable is included in the report?

Sampling is the first thing I would check.
After that I would switch from page title to page and see what happens.
