Calculate percentage with a calculated metric in a Report

Hello, recently, I have created some custom metrics to capture some information and I want to use a calculated metric to calculate the percentage of hits (measured variable) with respect to the total amount of users for example. So I made the formula like this:          

 

Calculated_Metric = (Hit*100) / Users

 

The problem is that, when it comes to the Users (default variable), it just takes into to account that particular user, and not the whole set of users that I have, so the result is always like this:

 

Calculated_Metric = (Hit*100) / 1. ie: Calculated_Metric = (3*100) / 1 = 300, and so on...

and I want to calculate: Calculated_Metric = (3*100) / 3 = 100% or 

Calculated_Metric = (1*100) / 3 = 33.33...% (assuming there's just one hit per user) 

Is there a way to make this possible?
