Behaviour Flow not displaying all pages

We're running into issues with our Google Analytics Behaviour Flow in that some pages aren't being displayed, which should be.

Essentially -

We run Facebook ad campaigns and sometimes these are optimized for conversions, with the pixel being added to the confirm payment page that is triggered and landed on when someone converts.

Facebook would tell us that 2 conversions were made, yet when we check the behaviour flow for the specific landing page, we can't see any evidence of people landing on this confirm payment page.

What is odd is that if we do the behaviour flow for that confirm payment screen, it doesn't show the correct number of people landing on it within a given time.

However if you check the Goals overview under Conversions, where a goal is set up for when people land on the confirm payment screen, then the number here is the exact same as what our own purchase tracker would tell us.

Is there a reason that the confirm payment page isn't being logged in the behaviour flow? Our Facebook ads, which are set to clicks to website as opposed to conversions, might be more successful than we think, yet just isn't being displayed to us.
