Getting thousands of bogus sessions from a single town

In mid-December I had two days of ridiculously high sessions, so I investigated and found that they were completely bogus (avg session duration was 1 second, 100% bounce rate, that sort of thing). All of those sessions came from Ashburn, VA, and they were being read as direct sessions.

I didn't think too much of it at the time but it has started happening again today. They're still coming from Ashburn, and each one appears to be going to a different page of our ecommerce store.

Is this just a bot doing its bot thing or is it more malicious than that? How do I go about blocking/stopping it?
