Unclear calculation of Users and Sessions after Exclude Page Filter

Hi to all,

Suppose, I use the only one filter in custom report: Exclude-Page-Exact- /pageX and there are no segments applied. 

After this filter Users  is the number of visitors that have at least one session including any other page then pageX, i.e my filter 'kills' all only pageX session users.  

Sessions after the same filter  is calculated with some other principle: it is the number of sessions not including pageX at all, i.e my filter kills all sessions having at least one pageX pageview hit.

As a result,  number of users is mach bigger then number of sessions. As real example that I have: Users=30 and Sessions=2. I can't understand why two different calculating principels appear under the same filter? May be I'm wrong with  filter understanding? Could sombody explain the issue?
