How to include very small town in audience data?

I'm trying to track data for a business with 3 small locations.  2 show up fine.  The 1 smallest town doesn't appear in my audience.  How can I set a filter to be sure and include them in my audience?

Help us understand why you need the filter.  That is, you could just let the data collect and then look at the geo reports or segment by the towns. 

 

You will probably need to have someone in the town visit the site using some test params  ... something like:  example.com?utm_source=locationtest&utm_medium=test&utm_campaign=locationtest  then go to your acquisition reports, find that visit, pull in city as a secondary dimension and you will see how they are identified.  I would do the same on a mobile device as you may see a difference as mobile is more precise.   Please note that with mobile, don't use the ream time reports, as the location will become more accurate and have greater precision as the hit is processed.
