Help with advanced segments - Users vs Sessions

I set up a segment to include sessions where a particular click event happened. In looking at the Audience Overview report during the reporting period, there were 2,000 sessions in the segment and 1,076 users in the segment.

 

I then created an identical segment, except this time I filtered for users instead of sessions. During the same reporting period, the user segment showed 42 sessions and 33 users.

 

I understand why the session count for the two segments would differ, but shouldn't the user count be the same?

 

Unless I'm understanding it wrong, the first session based segment is looking at all sessions where click event xyz occured. So 2,000 sessions from 1,076 users triggered click event xyz.

 

The second segment, based on users, is looking at all users that triggered click event xyz.  Shouldn't the user count here be 1,076? 

 

What am I getting wrong?

The number of users should be the same.
Check again your segments config. Maybe you've made some mistake.
