Changing Filter View[ Edited ]

I'm trying to set up a filter under admin, but have run into an issue. When I click on "Filter" under admin it says I don't have any filters. When I click on "Add Filter" it shows different filters and wants me to select a filter to use instead of allowing me to create a new one. Any ideas why this is happening? Is there a limit to the number of filters one can set up?
After clicking "+Add Filter" do you have the following options/radio buttons:
What you're describing sounds like the "Apply existing Filter" option is selected, instead of the "Create new Filter".
