nonInteraction flag for Events not being sent

Hi,

I am confident that the code below is correct to send an event to GA without triggering a pageview:

ga('send', 'event',
"TESTING", // category of activity
"TESTING", // name of activity
"", //label
"0", //value
{nonInteraction: true} //non-interactive flag
);

All my events in GA have a bounce rate of 0% even with this flag set. I have no idea why. There is only one pageview triggered through GA on the page. I am not using Google Tag Manager either. I am using the GA debugger plugin as well and see that the nonInteraction parameter (&ni) is set to 1. Any help would be greatly appreciated.

there must be something else causing the interaction if ni is 1. maybe some js that is automatically redirecting links?
