More users than sessions in audience overview?

I've seen this question asked when people are using custom dashboards, however, I am seeing this issue in the audience overview screen.

 

From the info I've been able to find, this has to do with custom events being fired.

 

I've got a scroll tracking script set up in GTM to fire an event in GA when users reach 25%, 50%, 75% and 100% down the page. The script is as follows:

Is anyone able to confirm whether this issue is event-related? If so, is there any way to fix this issue?
