Inaccurate User Counts

Looking for a little help troubleshooting our analytics implementation. We have these user-generated pages with unique and encrypted URLs that we know, anecdotally, are generally viewed by 1-5 other users, each generally on a single or perhaps two devices. These pages are generally not posted publicly, and we have robots.txt to preventing them from being picked up by search engines.

 

However, we are seeing very strange user counts. The lowest number of users we see on any unique url is 13, and stranger still, the vast majority of the links were viewed by EXACTLY 13 people. From there, the counts seem to go up by alternating increments of 13 or 14. For example, we have large groups of urls from 13, 27, 40, 54, 67. 

 

Here's what we think: Each user is actually getting counted 13 times (not sure what accounts for the alternating increments of 14). We have checked to make sure we don't have the js snippet in the pages more than once. Not sure what else to look for. 

 

Anybody with an idea?

Such stepped reporting can be caused by sampling. Check the sampling rate of your report (there can be message in the top right corner like 'This report is based on xx.xx% of sessions.'

If sampling is the case reporting on shorter data ranges let you get better results.
