How can I know the client on my server[ Edited ]

Google collects data about each user and gives him a user client ID, how can I link my database to google analytics in order to get specific reports about my users in my database. for example, if I want to extract users that used a specific page or entered a specific page from my database and target them with a campaign (email campaign since I collect it at registration), how can I link my server (database) to google analytics to do so?

Not to split hairs, but, GA does not actually give each user a client ID. It gives each browser on each device a client id; e.g. if I use your site from two different browsers on my work PC then from home in one browser, from my phone; that would be 4 different client id's.
If you have a log in, you can easily use the UserID feature in GA to tie all of these into 1 user in a special view. You can also set the user id or even the client id ad a custom dimension and then use this as a common key between your CRM and GA data.
