Hello,
 
I have no access to GA forums - it says no forum found. So posting here
 
I cannot open in  browser this URL
 
However that URL works
 
It's just without WWW. Anyway I cannot use it as I am getting this error
www.google-analytics.com/collect?v=1&_v=j47&a=125860427&t=pageview&_s=1&dl==AACAAEABI~&jid=&cid=1824460859.1473437909&tid=UA-46687915-1&z=643480979:1 GET https://www.google-analytics.com/collect?v=1&_v=j47&a=125860427&t=pageview&…_u=AACAAEABI~&jid=&cid=1824460859.1473437909&tid=UA-46687915-1&z=643480979 net::ERR_NAME_NOT_RESOLVED
 
So sites with GA feature are just keep loading till error that GA JS not found. Even on my own sites I cannot set up GA without www as their internal scripts functions still calling GA through WWW.

IP is dynamic.
 
I hope anybody can help me as it's very important for me - I am web developer.
 
I made a call to IT company and they told me it's not their issue. I asked Google Analytics support and they told me same - it's not their problem. So now I don't know where to go for help.

The problem is at your local connection - its a DNS issue.

1. Check your hosts file and make sure you don't have www.google.com  blocked.  

2. From inside Russia, you may want to check your DNS - try using Yandex DNS settings to see if that fixes the problem for you locally (https://dns.yandex.ru/)

It works well through Yandex DNS. Your knowledges are great. Thank you very much. I tried from MacBook. Tomorrow will try from PC Windows 7. I hope it will works well but I believe it will.

I had the same issue and got it fixed by simply deleting the subdomain "www" from the tag manager domain "https://googletagmanager.com" instead of "https://www.googletagmanager.com"
