Bounce Rate Low Yet Drop Offs High

Our Bounce rate for this page (http://www.cathyforcongress.com/women-b) is extremely low (10%) yet when I look in Google Analytics it shows the drop-offs from people who are entering on that page and leaving from that page are really high. This article is making me think that the code is somehow doing event tracking (which is not set up in Analytics) or something else that is causing the inaccuracy. When I looked at Tag Assistant it didn't show me any errors. What is causing the discrepancy?

[Bounce rate] and [drop-offs on a certain page] are different animals...
[Bounce rate] is a session level metric which means the visitor in a session time only has one pageview, no other hit. When the bounce rate is extremely low, like 10%, there is usually GA implementation problem, e.g. send pageview twice for a single page load, in which case every visitor to this page is not a bouncer but they do drop-off.
