Our analytics are being affected by cookies which include "law-enforcement"
Help suggests I apply a filter but there is no one here who has access to the add filter button.
How can I sort out the access problem?
When I do sort that out can I create one rule for the core label "law-enforcement" or do i need to create a rule for every variation that they send along?

unfortunately the only way to get write rights is ask to the user that have the users right to change your permission.
To resolve the issue, without seeing the data it's not easy. You have to find into the metric something that is present on every law-enforcement user: for example if law'enforcement label is present in a custom dimension you can filter out all the user that have that value in the custom dimension
