Google Analytics Account Transfer
We are currently working with a new client who had their Analytics setup under another agency.
They have provided us with permissions but we are unable to edit filters and goals.
Does anyone know why this would be happening?
We would also like to transfer ownership, has anyone done this before? If so, what steps did you take.

Sounds like they may have only given you read/analyze permissions.
To create goals a user needs at least Edit permissions at the View level.
and in order to create new filters or edit existing filters, the user needs Edit permissions at the GA Account level.
Edit permissions at the View level will only allow a user to add or remove existing filters to that particular View.
Regarding transferring ownership of the GA Account/Property, the user needs to have full permissions at the GA Account level and there must be no other unrelated GA Properties in the GA Account, as transfer of individual GA Properties is not possible.
eta if the analytics was setup under another agency, best to ask them if they can allow full permissions at the GA Account level.
They may not be able to for the above reason eg if there are other Properties for other clients of theirs in the same account.
In which case you may have to maintain read/analyze access to the historical data the other agency has
and then setup analytics from scratch in a new GA account with a new property and swapping out the code on the site, then giving the client full admin rights to the new GA Account.
