Does A Vendor Need "Manage Users" Permission For AdWords

Two different Adwords third-party providers have told me that they must have all four User Permissions (including Manage Users) within Google Analytics in order to link up Adwords and to add conversion tracking through Tag Manager.  Is this truly necessary?  If yes, why?  Thanks in advance for your help.

Hi :-)

For linking GA and Adwords, the person must have Administrative access to Adwords
and Edit permissions at the Property level in Google Analytics

Thanks Bronwyn for your response. Shouldn't a new AdWords vendor set up his own AdWords account instead of taking over an existing account?

I would think they would have an MCC account for managing client adwords accounts.

If you have further questions that are specific to Adwords, the best place to ask would either be the
Adwords Advertiser Community.. or for a really quick resolution, if you log into your Adwords account
at the upper right there should be a gear icon, which if you click, should display the Adwords support ph number,
you will need your Account ID etc when you contact them which is available in the Adwords interface.
