Why would a 20 second video ad have anything less than a 100% completion rate?[ Edited ]

If the Video Played To metric calculates the percentage of a video viewed based on Views and not Impressions, wouldn't a 20 second video show a 100% completion rate since it would need to be watched in its entirety to be counted as a View?
I'm confused because I'm seeing a 34% for the 100% Video Played To metric on my 20 second video and 53% on my 1 minute video.
