In Google adwords: Why does higher bid equate to fewer ad views?

When creating a new Adwords video ad, if I give a higher big number for CPV, the estimated views for my ad that I get are lower than when I put a lower bid.

 

Shouldn't it be the opposite?  Higher bid => higher views of the ad?

Every campaign has a budget. Higher bids means less views for your budget.

 

$100 budget = 100 views at $1 each OR 200 views at 50c each
