Bug in "where ads were shown" CTR?

I believe there's a bug in the "placements" section of Google adwords.

 

As you can see in the image below, my CTR for my ad showing on various youtube channels is between 6% and 0%.

However, when I look at "where ads were shown" tab, all the CTR values are 0.00%, as you can see in the image below:

This doesn't make sense.  How can I have a CTR rate of 6% when my ads were shown on a youtube channel, but when I look at which specific videos my ad was shown in front of, it says 0.00% for every video.  

 

I think this is a bug in the system.

These don't seem to be the same placements... Your ad is shown on others. Sort by CTR

If you look at the image I posted, it is sorted by CTR.  They're 0.00% all the way up and down: http://imgur.com/a/g1R5e
