Final URL tracking vs custom parameters on ad level

Hi guys,

I was wondering why there are actually custom parameters on the ad level. Upon modification of parameters ads will have to go into the approval process again anyway and there's also the chance to include them in the Final URL.

 

What is the actual benefit of using them on the ad level other than or consistency reasons?
