Migration from Ad Grants to Nonprofits not possible

We are a small boy scout group from Germany and we were told to migrate from Ad Grants to Nonprofits, otherwise our account will be suspended. In order to do this we need a validation token, which we have to get from the German techsoup member stifter-helfen.de. The problem is that our federal scout association is already a member there and they don't accept branches of organisations. This is really unfair, because techsoup USA for example accepts registrations for an unlimited number of branches. So now our account has been deactivated and after many emails and phone calls to Google and stifter-helfen.de nobody seems to be interested to solve the situation. I think Google has to put some pressure on techsoup, so that every association has the same and fair access to Google for Nonprofits.
