I cannot get past the billing fields to submit my Adgrant / Adwords campaign.[ Edited ]

Recently we became a Google Nonprofit and had a successful launch. I started an Adwords account (although we had a previously paid Adwords account for the same domain). I keep getting stuck at the billing fields and can't submit my campaign (although I've received multiple notifications that we're approved). The person assigned to help me is the "paid" Adwords not Adgrants and he hasn't returned my multiple calls. We've been trying to get this live for three weeks.

Just to confirm - you have two separate AdWords created for the same organization: one in which you have entered billing information (and have presumably been paying for clicks), and another for which you have NOT entered billing information (and have used THIS account to apply for Google Ad Grants).
Is all of that correct?
