I had stopped using Adwords because every ad we submitted would be approved for a few days then be disallowed. The only reason given was that it violated policy but never any idea on what that meant tor how to change it.

I thought I would try again and now we are back to asking for a credit card. I should close it, it has not worked for us

Your Google Ad Grants is subject to the terms and policies that cover Ad Grants and Google AdWords. Any violation of the policies of these two products can and will result in ads being disapproved.

Google does have a process in place for advertisers to resubmit ads and accounts that have been deemed to be in violation of said policies.

If after following these processes you are still unsure as to why your account or ad has been denied we can look into possibly escalating with the Ad Grants team.
