Google ad grants and google partners

I was wondering if an agency running ads strictly for nonprofits through the Ad Grants program still qualifies for google partners distinction once it reaches the ad spend threshold and any other qualifiers?

The official response from both the Ad Grants and Partners teams is that Ad Grants spend is not to be used to meet Partner spend requirements.

Hmm... Good question.,....

I think Partners  status requires  actual spend and grants spend is excluded. Not sure though.
