We're trying to email the Google Grants team in regards to requesting an exception of the $2 CPC limit. An AdWords rep. advised that since there is the $10k limit, perhaps we can have the CPC limit raised to a higher amount as long as we stay below the $10k max. The $2 CPC is killing our performance... Thank you in advance!

Hi Beethoven,
Welcome to the community. Like yourself, several nonprofits have requested an exception of the $2 CPC limit. However, the limit is in place and applies to all grantees, without exception.

If you are having trouble generating traction at the $2 CPC limit I would recommend that you focus heavily on increasing the quality scores of the keywords within your account. Better quality scores will allow you to remain competitive even with the limit on CPC.

An excellent primer on quality scores and how they affect your rank can be found in the following help file:
https://support.google.com/adwords/answer/2454010?hl=en

I also recommend Google's white paper on quality scores which can be downloaded here:

Lastly, the chief economist of Google, Hal Varian, has an excellent video titled "insights on the AdWords auction" that you can find on you to here:
