Account disabled by Google

We use Adwords through the Google Grant programme.

 

At the moment our ads wont run - we are receiving the message 'Your account isn't active - Your ads aren't running because we've disabled your account.'

 

This doesn't seem to be the same as a suspended account, and we haven't done anything wrong, although we went for a year or more without running any ads.

 

How do we get the account 'un-disabled'!?

It sounds like your account was deactivated because the Active Account Policy was not adhered to. The policy requires that you sign in to review performance at least once a month and that you make one or more changes to the account at least once every 90 days - these are the bare minimums and to get better results from your Ad Grants account, I certainly recommend active management above and beyond these minimums.

 

The policy does also have a section on what to do if your Ad Grant account has been turned off which state:

If your account has been turned off because you haven't met the requirements for active management, you can contact the AdWords team if you'd like to have the account turned back on. Once the account is reinstated, you'll need to continue following the policies mentioned above.

This is a different term for an account suspension;
Try to figure from support what if you violated "Grants" TOS? OR AdWords Policy was violated?

I clicked on the link to "contact the adwords team" but I can't find out from the support page, what to do to get the account activated.
