Assessment 2.6 > why not a session metric?

The assessment for chapter 2 contains this question:


6. If you wanted to create a Custom Dimension to view data about users who logged into your website, what scope would you apply?


The correct answer according to Google seems to be the user scope. I don't fully understand the reasoning for this. If I am a user with an account on website X, I can visit this website an choose to log in, or not log in. This may differ per session. I can imagine that logging in would be correlated to purchase intent, i.e. further down the funnel, I'm more likely to log in to create a wishlist, make the checkout easier...

Wouldn't it make sense then to see the scope for this custom dimension as session?
