Set up for business not eligible for a map listing

I am trying to guide a client on how to set up their Google plus account correctly. They are a networking group that meets in various locations once per week. The different chapters should have their own Google plus pages so they can get reviews and generate interest, but they do not meet Google's terms to appear on the map. When I try to create a brand account I am unable to add any information or content. Is there a way i can create a Google Plus account for the business network chapters without violating the maps policy??

such networking group that meets in various locations once per week are indeed not eligible for a local GoogleMyBusiness listing.

There are other google supported options for an appropriate internet presence:

 

- creating a brand page https://business.google.com/create/brand

- creating a good website

- creating a G+ community and much more other options.

- creating a Google Group 

at the least
