Second phone number between special hours[ Edited ]

A medical center with 2.5K locations in the US has a issue that they would like to tackle with their visibility on Google maps.
Between 8AM and 6PM each locations needs to be called on their regular phone number.
Between 6PM and 8AM there is a 'national customer service' handling urgency telephones.
We can add a primary phone number and additional phone number, but how will 'end-consumer' which is in emergency detect which number to dial first?
